New learning quest for newbies.

Greetings everyone,

There are some new quests added to the tutors of each city/council. These quests will automatically be given when someone hits level 6, and it will ask them to find the city/council's tutor. Once they reached the tutor they will be taught the following:

- Do LEARN <skillname> FROM <tutor> or LEARN <skillname>
- AB / SKILLS
- AB <skillname>
- AB <skillname> <ability>
- LEARN your main skill to SKILLED.

If you get the time you can go ahead and make a newbie and test it out. Message me if you find any problems.
