Another batch of improvements

Hello once again, Aetherius!

I've made a few more changes based on player requests (both from the IDEAs queue, and from the Improving Imperian forum thread).

First, I've added two new investable city powers: LASTLOGIN and AFFINITY. These behave like their guild counterparts, but can be added to city positions via polls (see HELP 10.9.1).
NOTE: No current positions have been given these powers, so you will need to vote them in on any positions you wish to have access to them.

Second, those of you with tradeskills will now notice that logged change messages now include the type of change in the message received.
