Crafted Item Artifact Conversion

Greetings, all,

You now have the option to spend a Token of the Creator instead of 25 credits to make a crafted item permanent. The syntax to do so is:
ARTIFACT POWER MAKE ARTIFACT <item> TOKEN [confirm]
You can still use credits to make an item an artifact using the existing syntax:
ARTIFACT POWER MAKE ARTIFACT <item> [confirm]
