Tradeskill Changes, round 25,000

Hey girl. I know you've been working hard, so I've got some Tradeskill changes for you.

- Fixed a display error in DESIGN LIST that would sometimes attribute the decay times of previous designs to their unsubmitted brethren. To further clarify expiry times, Preserved designs are marked "PRE" and designs not-decaying (Unsubmitted, Pending) are marked "N/A".
- PATTERN LIST is now viewable by everyone.
- I have added the option for design owners to permanently delete their design, provided no replicas of it exist.
- Fixed a bug that prevented one from removing things from Craftshelves the proper way.
