Newbie Level

The newbie level in Imperian is now level 30. That means that everybody level 30 or under is considered to be a newbie, with access to all of the associated benefits of newbiehood until level 31.

Newbies have unlimited portals until they reach level 21. From levels 21 through 30, newbies can only use the portals 20 times.

If there are any problems or places in which people below level 31 are not being tracked properly as newbies, please let me know ASAP.
