First, a quick change to the way that vialbelts function:

Vials one is -forced- to empty will now be automatically refilled by a vialbelt, if possible. Vials intentionally emptied will still be ignored by the vialbelt, in keeping with the original design.

Next, defences now converted to the new defence system. Be sure to bug any oddities that arise, as each converted defence constitutes a dramatic rewrite of the way we track things.
