Squashing Tradeskill Bugs

A few minor changes and fixes to tradeskills:

+ DESIGN LIST: The ORGOWNED filter can once again be used by players. You can use ALL to view designs owned by any org of which you are a member, or use the organization's short name to view designs owned by a specific organization (NOTE: You cannot list designs owned by organizations of which you are not a member).

o DESIGN LIST: Fixed an issue with capitalization that made it impossible to use the filter appearance for words with a capital letter. The appearance filter is now case-insensitive.

- TRANSFER/GRANT: You can no longer grant or transfer a design that has not been fully approved.

- SUBMIT: You can no longer submit designs for tradeskills you don't have.
- (You couldn't create the designs, only submit them if transferred to you, so the previous change should make this one more or less impossible, but the edge case has been removed anyway).
