Guild and City changes

The following changes have been made to guilds, cities, councils, and character creation.

CITIES/COUNCILS
- Each city now has a mob you can use to learn professions from. It will only teach professions belonging to its circle.
- Profession selection is now based on your city or council instead of the guild.
- Cerise no longer inguilds, she only citizens newbies to cities or councils. Usage: ASK CERISE JOIN <city or council>
- Removed the xiur restriction from Kinsarmar.

GUILDS
- GUILD SET <SUFFIX|PREFIX> <title>: This will set a title when new players are inguilded.
- Guilds can merge easier as there is no max profession restriction.
- Characters are no longer auto added to guilds. You have to recruit them like the good old days.
- Removed GNT Channel
- Removed the Novicehead and aides
- Removed Novicehelp file
- Removed Novice requirements
- Removed gender restrictions from the Warden guild.

CREATION
- The creation process now asks which city or council you would like to join.

OTHER
- Moved the Chaperon and Babysitter achievements to legacy.
