Bulwark Relics

We have made the following changes to the bulwark relic:

* The cooldown is now org-wide as opposed to per shrine
* It will no longer stop someone if they start defiling before putting up the relic
* It no longer applies to shrines recently sanctified. If you sanctify a shrine with bulwark up, the other side can still defile it during the normal defile window.

We will be keeping tabs on the situation in case further changes are necessary.
