Additional Quality of Life Improvements

A few more quality of life changes for you all:

- The output of CITY/COUNCIL SECURITY has been updated; it now includes the vnum of the offending room(s).
- The TEMPARTI and TEMPARTIFACT names will now actually work for boss drops, in addition to any other decaying artifacts.
- SHARD VISION will no longer expend a shard if you already have the mindseye defense.
