Allegiance Pins will unobserve properly now. I've cleared all previous settings on them.

Quartz earrings will now:
- Report to the killed character why starburst did not fire.
- Properly set the cooldown time.
- Only work once every 12 to 24 hours, depending on your stack.
- Will work properly when linked to another character.

Citrine earrings operate differently now:
- You must have them on and activated to use the power.
- You may now share the benefit across an earring link.
