City Amnesty

Three new commands for city and council security to take advantage of.

CITY AMNESTY <player> <#> <days|months|years> <reason>
- This will grant amnesty to a character. They will remain an enemy on the books, but will not suffer some of the ill effects for the time stated. For example, they will not be attacked by guards, org defences, etc.

CITY AMNESTY REVOKE <player> <reason>
- Remove amnesty from the character prematurely.

CITY AMNESTY LIST
- List all city enemies that currently enjoy amnesty. This can be used by all citizens.
