This post serves as clarification regarding Obelisks, Caravans, and the Bounty system.

Both Caravans and Obelisks influence the resources and abilities of an organization, and as such are valid reasons to apply bounties.

Bounties can be applied to caravans only if they are contested - you cannot bounty members of another organization for a caravan that you make no effort to capture for your own organization. If a caravan is contested, then a single bounty may be applied per individual, per circle, for each set of caravans. Bounties should be placed circle-wide.

Bounties may be applied to anyone participating in an obelisk attack or defense. For the purposes of placing bounties, anyone entering the locked island during an obelisk attack is a fair target for bounties - regardless of how long they are there or why. It is clear when an obelisk attack is taking place, only those circles involved may enter, and therefore if you enter the island you are considered participating. Like caravans, only a single bounty should be placed per obelisk conflict, per circle, per individual. No one should be coming out of an obelisk conflict with multiple bounties placed on them.

As both Caravans and Obelisks are opt-in systems, they do not share the same ruling as raids when it comes to defenders as raids (which are not opt-in for defenders, and as such do not allow bountying of defenders). Both attackers and defenders of Obelisks may be bountied.
