Changes to polls

Hi Imperian!

Two changes to elections to prevent dictatorship-like situations where the
cityleader has the majority of the power within a city. Cities are an important
part of the game's overall environment, and these situations tend to discourage
player involvement in city affairs.

Additionally, Ithaqua has had its position appointment methods reset in
accordance to these changes.

You can find the technical details in CHANGELOG 79. If you have any concerns
about this change, feel free to message me.
