10.11 Townes

Townes are small, inhabited areas that are loyal to a city or forest council.
They are run by a governor that is chosen by the city or council that they are
loyal to. 

A Towne's political structure is very simple, consisting of a governor and
his/her aides. 

HELP TOWNES will show you a list of townes, their governors, their Divine
Patron, and the city/council to which they are loyal.
