Siege Changes

- All siege ammo can now be grouped.
- You can PUT ammo in the siege weapon to store it.
- Only city members with security permissions can GET the ammo from the siege weapon.
- Giving the ammo to the guard still works.
- Only city members with security permissions can see how much ammo is stored when you PROBE a siege weapon.
