Major Raiding Bug Patched

As HELP RAIDING states, if you have stolen the NPC objective you can enter the city and the guards will not attack until you do an aggressive action against the guards or citizens. This includes player citizens.

There was a bug/oversight in which guards were not attacking city enemies that were attacking other players in the city.

This has been fixed. Any aggressive action in a city you are enemied to, will result in guards attacking you from now on.
