I write on behalf of the Empire of Stavenn. Once again, the issue of
city enemies was recently brought up. There are many whom have been
enemied for extremely long periods of time that we feel may now have
another chance at walking the city streets. A fine of 8,000 sovereigns
will be sufficient to clear up enemy status for those not permanently
enemied or not recently considered a threat.

If you feel you are eligible to be unenemied under the previously stated
context, send a message to myself with an approximation of how long it
has been and I will get back to you as soon as possible.
