It has come to the my attention, that a certain group has been
attempting to use the walls of Kinsarmar for illegal sanctuary. The
following is an excerpt from our Canon, I suggest that you read it and
comply.
Sanctuary - - - A citizen of Kinsarmar may seek sanctuary within the
walls of Kinsarmar at any time. Any guest may also seek sanctuary within
the wall of Kinsarmar, provided that they are not running from attacks
that have already been initiated.

If a fight is started and one of the participants attempts to run and
hide within Kinsarmar, they will be asked to leave. Refusal to leave the
city will be viewed as a violation of this law and will be punished
accordingly by an Erege or the Ministry of Security. This can include up
to an enemy status for two years.
