Kalil, when we talked I did mention to you the double standard inherent
in such a situation. In Antioch banning the use of Magick, and Kinsarmar
condoning it.
Since we do not want magick used in our streets or sewers, then
naturally we have laws against it. Kinsarmar however, does not have laws
against anti-magick powers, other than the spontaneous removal of totems
or monoliths I imagine, since there are few powers which are able to
definitively be given the title of antimagickal workings. Kinsarmar has
laws against things that will damage -Kinsarmar- they do not
discriminate. We do.
Magick is easy to label in comparison with anti-magickal powers, even
with the disputed nature of many sources, some powers are quite
obviously magickal. Like your own for instance.
If tomorrow Kinsarmar made a law, banning anyone who did not possess
magickal skill from visiting their city or territories, I wouldn't feel
any great insult or injury had been done. On the contrary, personally I
feel that to isolate the taint of magick within their city, and turn
away all pure souls from entering and becoming exposed to it would be a
great gift to the world indeed.
However if that happened then the less tainted (more innocent?)
Kinsarmarians would lose all chance at any redemption, since the
Clerical preachers who so fervently wish to save their souls (a worthy,
though some think misguided ambition) would no longer be allowed to
visit or commune with the Kinsarmarians whose souls are not utterly
claimed by magick.
Some Antiochans talk to Kinsarmarians in the hope that they will see the
error of their ways and realise that magick is not the best way.
Kinsarmarians seem a peaceful (if foolish) people, and some Antiochans
only want to help them.
This is more than we do for most of Stavenn, whose citizens we feel it
best to talk with at the business end of a weapon.
Myself, I only go to magickal places when I have to. Politics, lost
novices, obtaining items I cannot find anywhere else.
Antioch is a complex place, being a true bastion of anti-magick
sentiment in the world. But not every one of us has the exact same
strength of distaste for magick. Some Antiochans want a magick free
world, and would work mercilessly to have it so. Some just want a magick
free city to live in. Others would be happy with magick everywhere but
on themselves, as long as they were kept pure.
Saying all that, I cannot justifiably give you one single answer to your
question.
In summary, quarantining Kinsarmar from us you would be doing the more
zealous among us a large favour, and Kinsarmar a disservice by
distancing symapthetic Antiochans from them religiously and politically.
Some of us would care, and some of us wouldn't.
Though I doubt that answer will satisfy you.

Note - I see you have become a city enemy now. Congratulations. Next
time respect our laws. The sanctity of Antioch is one thing we care
about above all others.
