steal for an extended period time with no real show of remorse or even
an apology on a staggering amount of people and expect for everyone just
to call it quits when he says it is done?

And as for wormholes, personally, I have little problem with their
existance until one uses them to wage guerilla warfare with them. Then
it becomes a problem. I don't think any city is too keen on having them
used for the express use of such tactics over an extended period of
time. If Naomi is responsible for destroying wormholes near Antioch, who
is responsible for the Antiochan deaths for those who used them?
