Xiur in Kinsarmar

Until further notification, Xiur are not allowed on Kinsarmarian ground.

If a Xiur is seen inside of Kinsarmar, a citizen will ask for that
person to promptly remove theirself, if not complied with swiftly the
Xiur's guest status will be revoked. And thus the person may be removed
by force.
