Notice in regards to Stavenn's sewers

Greetings Aetherius,

Beginning this year, 449 AD, the last three months of every year,
Stavenn's sewers will be reserved solely for the Nobility of the
Imperium. Anyone who is not of Nobility during the months of Bellum,
Aequitas, and Ultio will not be allowed to hunt in our sewers.

First instance will result in a warning, anything beyond that will bring
about enemy status to the Empire.
