The Office for the Ministries of both War and Security has just received
message that the escalation of propaganda to a "war" status is not the
wishes of the entire populace of Stavenn, in particular the Malignist
and Noctusari guilds. As such, for the protection of both the citizenry
of Celidon and the Wilds we are tasked with preserving, those within the
leadership of the Diavlous, and their more vocal accomplices, are to be
enemied to both. This will remain in effect to until such time we are
informed of their decision to rescind their harmful plans. These
individuals will also be actively hunted and killed by members of the
Celidon security team and Nature's Guardians until such time as noted
above.

I also wish to publicly applaud the leadership of both the Malignists
and Noctusari for their decision to not plunge down the path of violence
as did some of their city brethren. Though these guilds have many
ideaological differences from the Council, it is clear they understood
the acts which precipitated the course of actions to this point do not
warrant bloodshed. It is only unfortunate others did not have such
wisdom, and turned to destruction of the Wilds as the "viable" solution.

The Council of Celidon feels for Mao-Mao's family. That said, we condemn
the alleged actions and accusations on both sides that saw fit to make a
single, dead, possessed panda the symbol, and justification, for so much
violence.
