To the Duchess of Kinsarmar,

I write on behalf of the Imperator of Stavenn. The Stavenn Empire wishes
to offer you a chance to end the current hostilities in peaceful
resolution. No amount of pride is worth the carnage this war has
wrought. Through conditional surrender. It is by this act your people
will be relieved from the burdens of this war. It is through this
surrender that you will stand tall and be respected by all of Aetherius
to have shown the wisdom and tact of a true leader who cares about her
people and their future. I come to you today to offer you this chance to
build a future with two strong cities, in which I know that there is
nothing that we could not accomplish together. The alternative is not
nearly as attractive, as We will see that bright future someday but only
after we have rebuilt Kinsarmar from the ashes caused by this bloody
war.

Declaration of Conditional Surrender

Kinsarmar will immediately cease all hostilities with the Stavenn
Empire, laying down all arms to give way for a future of peace and
prosperity. The Kinsarmarian guards will be transported to Stavenn to be
redistributed into the Stavenn military. Kinsarmar will have a fresh
deployment of Stavenn guards to patrol and protect the city. All
citizens of Kinsarmar will be inducted and sworn into the new
Stavenn-Kinsarmarian Empire as well as the Stavenn Registry. Where they
will pay their yearly taxes of 500 gold and follow all the newly
instated laws of Stavenn, including any bylaws created to deal with the
circumstance. The Northern half of the Stavenn-Kinsarmarian Empire will
still be managed by its elected Eerges and Duchess, with the Duchess
answering to the Imperator of Stavenn in all matters. All citizens of
the Stavenn Kinsarmarian-Empire will act towards a common goal to
preserve and respect all forms of magick wether considered light or
dark.
