Cataclysm use

Addressed to: Everyone

From this day forth, Mages shall no longer use Cataclysm offensively
from inside the walls of Kinsarmar. If someone attempts to attack the
city, however, Cataclysm will be brought to bear if possible against
said attackers, from inside our city walls. Those who are deemed a
threat against the Mages guild as a whole will be met with Cataclysm
attacks as well.
