Dear all,

Recently a group of individuals have been using the Celidon Council as a
convenient place to start and continue fights. Many members of this
organisation have stated that they only do this because such victims of
their attacks are 'thieves' and 'criminals' and they are carrying out
these attacks due to an inate sense of 'justice'.

Firstly, I'd like to remind all of you that attacking any member of
Celidon Council within the Council grounds will result in an instant
enemy status. The reason that the person attacked you last month and
killed you, and is now hiding in the Council is no excuse. Many of you
do the same.

Kill, maim and trample each other all you like, but if you do it in my
Council, on one of my citizens, I'll be forced to take the neccesary
actions, and don't come whining to me after.

If any of you require a copy of the Celidon Charter, send me a scroll
and I'll be happy to oblige. A copy is also available just outside the
Celidon Threshold.

If you really, really, really have the urge to kill a Celidonian in the
Council, I point you to the Battlegrounds, and furthur information on
that matter can be obtained from the Keeper of the Flame in Celidon.

Again, I politely remind, nay, urge all of you to consider my words, and
the laws that this Council has set down. If you don't agree with them,
tough. Just don't ask why I'm doing my job.

PS: You've forced me to use half of all my gold for this reminder, I'm
not impressed.
