Poaching in Antioch

Birthed from Antiochan soil, locusts fall under the property of Antioch
and its Citizens. As such, any person found hunting within the city
limits who is either not of Antiochan origin, or accompanied by an
Antiochan shall be charged with poaching. First offense will result in a
warning - next offense will result in enemy status. After a sentence of
5 years and a fine of 10k is paid to the city of Antioch, your enemy
status may be removed.
