Entering Stavenn

It seems that again, a reminder is due for Aethurius, so I'll repeat
what has so far been said twice in public news posts 2590 and 2627:

Non-citizens entering Stavenn or one of it's townes are required by
decree of the Imperator himself to have an escort to proceed. This goes
for everybody save for members of the Wytchen guild, Stavennite guilds,
and official guests. I also suggest making a note of it in your novice
scrolls for those guilds who have not done so already.
