Celidon

This is an announcement to everyone about a current action being taken
in Celidon.

If you are not a citizen of the Council, you are not allowed to raid
other councils or cities and then run into Celidon as a safe point. This
is abuse of the peace of Celidon and will not be tolerated.

If anyone witnesses such actions, please do the following: Contact
someone who is around, as shown on the scroll. Then please leave a
message to Xennaz and myself detailing what the offending person did
before running into Celidon, and who you contacted to report it.

For the time being this is how Celidon will deal with the situation: One
time will result in a warning. Two times will result in the banning of
entrance to the Council without special permission. Three times will
result in enemy status.

Celidon is Not a home to fugitives to hide in and bring trouble too. I
will be taking actions to remove those who try and do so. Until we
announce otherwise, this is how things are.
