Several months ago the lands outside of the Empire were set aflame by
the very Advocate of Conservation himself. His only justification was
that it was an 'effective combat technique' in fighting citizens of the
Empire.

Citizens of Stavenn have been enemied to the forests for such actions.
Now the man that is charged with the task of defending against this does
it himself, and he is encouraged and supported while doing so, holding a
ministry and rank within your council.

Accordingly, I am to assume that no more Stavennites will be enemied
from your forests for using them as an 'effective combat technique.'
Since I can assume that your laws have changed to properly reflect this,
I will also assume that you will be unenemying my citizens that have
been enemied previously for using their effective combat techniques as
well.

If this is not the case, and your laws have indeed not changed, then I
look forward to seeing Khalim cast away for doing the very thing your
council stands against.

Until either happens, I will allow my citizens to use your lands as they
please and utilize their effective combat techniques in whatever manner
best aides them, much as you allow your own citizens to do.

It is truly sad that the protectors of nature have lost their beliefs
and all, but I am most pleased you've finally realized how much more
appeasing it is to watch it burn then to replant it.
