Tidings Aetherius,

I would ask that all those who currently own homes and shops with
Kinsarmar, and who are not planning to swear to the new Oath of the city
contact myself. We will no longer allow outsiders to live within the
city, or run their business within it, without first swearing their
loyalty to Kinsarmar.

Those who do not care to be a part of the changings in Kinsarmar will be
completely reimbursed for their shop and homes, and all the goods within
it will be returned to them.

All those who wish to join Kinsarmar must simply speak to a city
official, and swear to the new Oath. The guilds which do not comply with
our requests within the next two years will be asked to leave the city,
and they will also be reimbursed for their shops.
