This is an ultimatum to the leadership of the forestal councils of
Khandava and Celidon.

The request is simple. Cease your wanton abuse of the forests you claim
to protect and unenemy all individuals to the Khandava and Celidon
forests. If you wish to continue to call yourselves defenders of the
forest, you should be capable of doing so under your own power without
unnatural use of your natural resources.

Please note that we are not asking for unenemying to the Councils, only
the forests. The Empire acknowledges and respects the rights of a city
or council to their own internal defenses. The exploitation of the
forests, however, is far from internal.

Again, you will be required to unenemy *all* individuals from the
forests. Their allegiance is irrelevant. Their past deeds are
irrelevant.

You are being granted five months as of this writing to comply.
