Kinsarmar is declared a haven for both sides in this conflict.

Neither side may attack the other within our walls, but either side may
seek refuge as guest status. This means, as you may not know, that if
you are not directly engaged in combat you may seek Kinsarmar as a safe
haven. As long as you respect all of our laws, you may stay. This is in
regards to both sides, as both sides are claiming reasonable reason for
slaying the other.

If one side is found attacking the other within our walls, I will revoke
guest status for that entire side of the conflict, with my authority as
Minister of Security. I grant this guest status with the same authority.

An Erege may overrule this decision, but until such a moment, I plan to
continue enforcing guest status within Kinsarmar. As per usual, anyone
found fleeing from combat into our city will be forcibly removed. Anyone
found attacking someone within Kinsarmar will be charged with Assault or
Murder as applicable. Removing someone from the city proper to slay them
counts in this aspect.

I urge both sides to come to a diplomatic agreement through Kinsarmar.
We are providing a safe haven for both parties to speak, I suggest you
take advantage of it.
