As Erege of Kinsarmar, I officially state that Kinsarmar is currently
not siding with the Forestals in this war. Any citizens participating
act on their own free will and are to be treated as individuals.

Laws within the city still apply. If you attack a citizen even if they
are involved in the war within the walls, you will be enemied.
