The ban lifted in Kinsarmar on the presence of Xiur within the walls
does not give permission to Xiur to be citizens of the city. Due to the
negotiations going awry, to say the least, with both the Ryadai and
Xiur, the Xiur hate Kinsarmar. This shouldn't have ever been an issue to
begin with because your hatred should keep you away.

One could argue that there are exceptions to every rule but there is not
to this one. No Xiur will be a citizen of Kinsarmar until things
drastically change for the better. That in itself would take divine
intervention.

Any and all arguements on this subject will not be answered by myself
because I don't care to banter about something that is pointless being
argued about.
