Just an informative note to let the public understand that Celidon's
laws that govern non-aggression have been changed.

Previously, many took advantage of a certain clause that prevented any
aggression against anyone within the Council. This protection is now
revoked for the general public; however, it will continue for Citizens
of Celidon, Celidon home-owners, visitors within homes, shop owners, and
Hunters. Thus, attackers attacking those that are not protected by the
law will no longer be breaking a law, or be fined. Unless of course,
they're doing something else illegal.
