Greetings Aetherius,

For some time a large group of Xiur has lived in the caves of Celidon.
These Xiur are proud defenders of Celidon, and honoured guests of the
Council.

As of late, some people have decided to try to hunt down and slay these
Xiur, deep within the caves of Phoenix Crest. This is, of course, is
frowned upon and illegal. The Xiur living within the Phoenix Crest are
considered guests of Celidon and therefore will be protected under the
same laws granted to members of the Council. Henceforth, all attacks on
the Xiur living in Celidon Council will be punished.
