here sufficiently enough to quell your curiosity.

You ask why Stavenn is not led by one of our own. The answer is simple.
Stavenn does not tolerate the popularity contests that other cities and
councils are prone to indulging. We, as a people, elect the most
qualified, most hard-working individuals to govern us. Imperator Erana
has done much for our fair city, and keeps the wheels turning, so to
speak, smoothly and efficiently. Throughout her time in Stavenn, I have
observed her passion for helping our young, and her dedication to our
security. She has devised a system which takes into consideration
responsibility and accountability, so she knows exactly what areas of
government need to be worked on. Her not being a part of one of our
guilds is also an advantage, not a disadvantage, as you imply. No one
needs to worry about favoritism coming into play while she holds the
title of Imperator. She can devote herself fully to Stavenn without
worry about guild politics. Her focus is solely on Stavenn, and Stavenn
flourishes because of that.
I have the highest respect for our Imperator. Regardless of her
background, she has done great things for our city, her loyalty and
devotion have been proven time and time again, and I hope to see her
continue her work as Imperator.
