Perhaps the Councils do not claim to own the lands, but let me reference
my previous definition of ownership: governing and protecting from
others. Nowhere in my definition do I state that a requisite of owning
something is a declaration of ownership. But I digress already. It is a
very simple situation to me, as it more than likely is for you, but let
me attempt to simplify even further.

Each City has a claim to existence. The lands their walls take up now
are evidence of that claim. While publicly each city perhaps, at this
point, has not asserted this claim in words, I believe that actions more
often than not are better indicators of intent. The cities intend to
have order, to have civilization, to further their minds through the
powers of thought and mortal creation.

I wonder if the forestal councils are prepared to assert their ferve and
violence over all three cities, then, as through action the cities have
staked their claim.

And, as I've said before, my city will not be going anywhere.
