gales of laughter in our council chambers. You have ever harbored our
rogues and enemies of our city. Even now your citizens actively pursue
hostilities against Kinsarmar. It is ironic that you ask for alliance at
the very time we are discussing revoking the guest status of all your
citizens.

Let that, then, be our answer to your ridiculous request. From this day
forward, Celidonians are no longer eligible for guest status in
Kinsarmar. Should divine miracles shower down from the heavens and you
clean up the mess that is your Council, we will consider changing this
policy.
