To the leaders and citizens of Stavenn -

You are hereby notified that as of this date, a state of war exists
between our two cities.

More than a few members of Stavenn, city leaders and citizens, have been
actively seeking the death and heads of not just my fellow Ereges and
Ministers, but also innocent citizens of the Duchy. Your imperialistic
thuggery has led to this. It is you, who have decided to plunge the land
back into war.

Leaders of Stavenn - Until you cease all offensive actions against the
people of Kinsarmar and those we call ally, this state of war shall
continue in force.

People of Stavenn - We know that not all of you are in favour of these
barbaric actions by your leaders. Do what you must to end this conflict
peacefully, by ousting those who cried out for blood to be spilled. Aid
those whom you know to be right, and end this war, before it is too
late.
