City of Kinsarmar and Councils of Aetherius,

On behalf of the Imperator and the council of Stavenn, I write this day
to inform you that by Imperial Order all hunts upon leadership have been
stopped. While it is not the intention nor the desire of the Empire to
prevent its citizens from enacting just vengeance upon those who have
given them personal harm, the Empire has accomplished its goals
internally and no longer chooses to sanction the assassinations upon the
Councils.

This war has encompassed many guilds, cities and councils. Some had
reason to join arms; others were provoked with half-truths, paranoia,
and misunderstanding. While there has been a great deal of killing on
every side, it is the hope of all reasonable people within this world
that logic and the recognition of future rather than past must be the
ruling factors behind decisions. Should any of you wish to put aside
petty hatred, past annoyances, and preconceptions, know that that we are
not unreasonable people, and the Embassy of Stavenn remains open for
communication. However, should you in the future continue to choose the
path of war, know that this alternative is hardly repugnant to the city
which has made warfare its mark of pride for millenia. Stavenn grows
each day, in power and in strength - a blade guided by the mind. We of
the Empire are certain of our future, knowing that each day brings new
lessons, new power, new clarity to rise above the greatest of our past
accomplishments. Your relationship and dealings with the Empire remain
in your hands.
